Neighbours dogs don’t go out of the house much and use the back garden as a toilet. They don’t clear it up and when they do cut the grass, the poo gets chopped up in the blades too. The smell comes over the wall and is horrid. Is it a health hazard?
The smell is not a health hazard just unpleasant.
But dog feces are a health hazard and quite a serious one – they can contain a worm which migrates to the eyes and can cause blindness.
Chopping up feces with a mower might well spread them about, which could be dangerous especially to children. And in any case creating disgusting smells is an environmental issue.
I would talk to your local council or CAB and ask for their advice.

no I have a dog but when I clean it just makes me gag they are disgusting when we cut the lawn we always pick up the dog poo first

Yes it is , imagine flies and insects around the dog mess then going in your house , not nice especially in hot weather.

We had the same thing with past neighbours including cutting the grass with the pooh still in it.The smell was vile,especially when the sun was on the grass but smells won’t be counted as a health hazard.However,the flies it all attracts would be so report that to your Environmental Health Dept of your local council.We did that after asking the neighbours to deal with it & being ignored & they were made to change their ways.

our town has a pooper scooper law in which you must scoop poop on your property at least once every 24 hours…you should attend your next town meeting and see if you can get such a law on the books….
