You can walk together for a while untill he gets more used to it, even better if there is a training club or agility club in your area? (he'l manage fine and love it...prob lol). They would be the best answer, he'l soon realise that it aint such a big deal to meet another dog when he see's lots at the club week after week. Taking him to obedience classes would help greatly because he will be around numerous other dogs in a calm environment.
